Parliament Pushes to Split Deputy President’s Office Into two

Monday, September 20, 2021 -Legislators are in a rush to split the office of the Deputy President into two offices in a new executive arrangement.

Led by Ndaragwa Member of Parliament Jeremiah Kioni, the Constitutional Implementation and Oversight Committee CIOC at the National Assembly is pushing to amend the Constitution so that powers and functions of the Deputy President are split into two.

Speaking on this, MP Kioni confirmed that they are finalizing the Bill only that they are still stuck on who between the two DPs would stand in just incase there is a problem with the head of State.

“We have finalized the Bill on the expansion of the Executive but first we must address some grey area around the creation of the two positions of deputy president. There are questions on which one of them will assume the role of the Head of State in absence of the President. The Bill needs to put clarity on the matter,” said the CIOC chairman Jeremiah Kioni.

The reason for having two DPs is also to make it easier for the President to sack the disobedient DP and remain with one.

The MPs are also working all round the clock to ensure that, going forward, the president picks his Cabinet team from the House and not as it is today where CSs are appointed from elsewhere. This they say will make it easy to hold the Cabinet responsible from the House.

But even as this is going on, the office of the Deputy President has already expressed its dissatisfaction with those plotting to interfere with the current leadership structure.

Ruto has started whipping his troupes to reject such proposal anytime its brought forth on the floor of Parliament saying it is a cunning way of bringing back the rejected BBI through the backdoor.

“MPs should stop wasting time and resources discussing a change of Constitution to create positions for some few individuals instead of prioritizing issues that have a direct impact on the lives of millions of Kenyans,” Ruto stated.

BBI was recently rejected by both the High Court and Court of Appeal as being unconstitutional and not people-driven.
