Friday, September 8, 2023 –Ethics and Anti-corruption Commission EACC has sent a warning to all the governors across the 47 devolved units.
This is after the anti-graft agency established that most of the county bosses have been hiring staff beyond the required numbers.
The EACC, through a statement seen by Homenews.Co.ke, said, it will be charging in court the governors who will not trim down their personal staff.
Anyone who will defy the Friday orders, according to the EACC notice, will be held squarely liable for the extra loss on public monies.
The EACC has today issued an official communication to all Governors over the anormality which it described as ‘skyrocketing cases of illegal and irregular recruitment of personal staff’.
“Those found culpable will be held personally liable for any loss of public funds occasioned by the illegal recruitment,” the statement read partly.
EACC, therefore, noted that each Governor is expected to limit their personal staff to the positions of Chief of Staff; Economic Advisor; Political Advisor; Legal Advisor; Director of governor’s Press Service, and Support staff (Personal Assistant, Personal Secretary, Cook, Driver, Messenger, and Gardener) in accordance with the prevailing guidelines.
It established that, in a certain county, the area Governor had hired 51 Personal Advisors while in another, the Governor has allegedly recruited a Form 2 dropout as the Chief of Staff.
Relatedly, there are numerous reports of Governors recruiting Advisors with limited or no academic qualifications.
Other HR malpractices in the counties include employment of staff without any need at all, recruitment of unqualified persons, payroll fraud through ghost workers, retaining retired staff in the payroll, and county executives hiring or promoting staff without any reference to the County Public Service Boards CSB.
