Attorney General Justin Muturi Exposed Over sh 45M Donor Funds

Wednesday, April 19, 2023 –Parliamentary watchdog committee has established that a sh 45 million donation to the State law office cannot be accounted for.

During the tense grilling session on Tuesday April 18 noon, Solicitor General Shadrack Mose appearing before the Public Accounts Committee PAC, stammered explaining how the donation was utilised.

The committee chaired by Nominated Member of Parliament, John Mbadi, quizzed Mose, demanding answers on why the State Law Office under Justin Muturi had not presented accounting books on the amount.

“It is disturbing that such an office cannot adhere to the law by preparing financial statements indicating how the money disbursed by the donor was spent,” MP Mbadi stated.

Mr. Mbadi was commenting on the matter following a report tabled before him by the office of the Auditor General showing that the millions had not been indicated anywhere.

According to the committee, swindling of foreign donations by State officers had become a trend and nobody was being held responsible.

Responding to the accusations, however, Mose defended the State Law Office, arguing that the financial statement was not availed to the Auditor General AG because, by the time of the audit, the project was in its initial phase and had not taken off in its entirety.

“I want to confirm to the Committee that the financial statement has been prepared and presented to the Auditor General as required,” Mose told the committee.

It was established that the money was donated to the country by a European firm to support the legal empowerment and support delivery programme.
