Thursday, February 16, 2023 –President William Ruto is expected to announce the list of Chief Administrative Secretaries CASs following court’s ruling that paved way for the exercise, today.
In her Thursday February 16 ruling, Justice Monica Mbaru sitting in Nairobi, noted that Public Service Commission PSC’s decision to create the position of the CAS was legal and that the government can now go ahead with the appointments.
And Ruto’s plan to hire tens of Chief Administrative Secretaries CASs finally received a shot in the arm after a court ruling.
The throwing away of the petition filed by the Law Society of Kenya LSK, shifted focus to the likely names on the list of CASs.
“A Chief Administrative Secretary will serve on contract as determined by the appointing Authority. This position is graded at CSG 3 in the Public Service – the remuneration and benefits commensurate to this level will be applicable,” Public Service Commission announced.
Therefore, based on former President Uhuru Kenyatta’s Cabinet’s salary scales, data shows that a CAS will take home atleast sh 874,500 every month hence costing the tax payers’ a whopping sh 486.4 million in salaries alone to keep twenty-two CASs on salary.
“Following the establishment of the Office of the Chief Administrative Secretary by the President under Article 132(4) (a) of the Constitution as read with Section 30 of the Public Service Commission Act, 2017, the Public Service Commission hereby invites applications from suitably qualified persons who wish to be considered for appointment,” Anthony Muchiri – PSC chairman said.
Currently, data shows that Cabinet Secretaries CSs carry home around sh 924,000 down from sh1.056 million, while their Permanent Secretaries PSs take home a monthly salary of sh 765,000 according to the Salaries and Remuneration Communication SRC.
