Friday, October 14, 2022 –New President William Ruto has, for the first time since taking charge, gone against the judiciary on the controversial Chief Administrative Secretary CAS positions.
Ruto who is hell-bent on rewarding loyalist just like his predecessor Uhuru Kenyatta did during their two-year term in the office, is also emulating the same by creating the unconstitutional CAS position into his administration.
This is despite the court order barring him from making such appointments which the court has described as illegal.
So far the Public Service Commission PSC has maintained that the positions are still available and interviews will be conducted as scheduled.
“Contrary to the public speculation, the commission has not cancelled the advert for the recruitment of Chief Administrative Secretary (CAS),” PSC chief executive officer, Mr. Simon Rotich mentioned.
Defending this move further, Mr. Rotich insisted that the exercise went through all the required stages including the mandatory public participation exercise that closed on October 6, 2022.
He, therefore, maintained that the law suit filed by the Law Society of Kenya LSK cannot stop such a noble exercise from going on.
The CEO argued that the public had been invited through a press advert to submit written memoranda to the commission indicating their views regarding the CAS position.
PSC now claims that the suit which is attempting to change their arrangements did not meet the required threshold to put off the exercise.
