Our Constitution is, sometimes, a very underwhelming document especially on the governance structure and leadership rules.
How do you expect the Parliament to be independent when the Speaker is a man affiliated to the ruling party, alliance or Coalition? The deputy speaker and chief whip all belonging to the ruling party that works under express instructions of the party leader? Really!
Honestly, you need a very restrained and disciplined president to keep off Parliamentary masters; but I don’t know how that can be possible in Kenya.
How is our Constitution expecting Moses Wetang’ula to rule anything against the wishes of his boss President William Ruto? How is that going to be possible?
Yes, I agree that a speaker can decide to do his work or duties diligently like Kenneth Marende, but such a speaker cannot be Wetang’ula’s type. Such a speaker also needs to be coming from a highly-disciplined political party or party leader. In Kenya, we are yet to have these people.
You can’t be sited there waiting for Wetang’ula or Gladys Shollei to rule against party leader William Ruto. How do you even start to imagine that?
So my point is, let us not blame William Ruto or Moses Wetang’ula. The blame starts with the framers of our laws. Seems some were heavily intoxicated while drafting the document.
