Monday, April 19, 2021 -Makueni County Governor Kivutha Kibwana, also a lawyer by profession, now wants government to postpone the process of Constitutional review until after 2022.
Taking to his Twitter handle today Monday April 19 afternoon, the second time governor for Makueni claimed that it will be extremely strenuous for the country to handle reconstitution of IEBC, delimitation of constituencies, referendum and a general election inside 12 months.
“In my considered opinion, we should postpone constitutional review until after 2022 elections. After that we should revisit the Bomas Draft. It is not judicious to handle reconstitution of IEBC, delimitation of constituencies, referendum and a general election inside 12 months,” he opined.
He also weighed on the issue of public participation saying what citizens wanted included in the BBI was yet to be updated according to their wishes and therefore need to give time to the Bill through Parliament to fully include that which the members of the public – who are the consumers – asked for.
“Most “yeses” of the 47 county assemblies were qualified. Where public participation took place, the citizens and their representatives recommended changes to the BBI bill. Parliament seems to be grappling with the same issue. Query: What is the value of public participation?” he posed.
His remarks are coming at a time the Bill is at Parliament level where worrying factions seem now to be pulling in separate directions. For instance, Siaya Senator James Orengo wants the BBI Bill further scrutinized by MPs; while leaders from Mt. Kenya feel otherwise.
