MPs to Start Serving as Cabinet Secretaries in new law

Wednesday, September 30, 2021 -Members of Parliament will now be able to be picked for Cabinet slots following an approval to the new Bill on Wednesday September 29.

The Parliamentary committee on Constitutional Implementation and Oversight led by MP Jeremiah Kioni made this approval shortly after Speaker Justin Muturi had rejected attempts to amend the existing law.

“Committee, noting the proposals from the public and having considered the same together with the Court of Appeal decision in Civil Appeal no E291 of 2021 over the constitutionality of the Building Bridges Initiative (Constitutional Amendment) Bill 2020, recommends that it be adopted and passed without amendments,” read the committee’s report in part.

Down at the county level, governors will also appoint their Committee members CECs from County Assemblies for county cabinet slots.

Defending this move, the implementation committee argued that this change will enhance accountability among them unlike its today where those appointed by the president or governors only owe their allegiance to their appointing authorities.

The committee also holds the view that since MPs are directly elected by voters, this would make them even more sensitive to issues affecting people on the ground and discuss them at the cabinet level.

However even as this goes on, Deputy President William Ruto is on record faulting such unconstitutional moves which he has, not once, described as time wasting.

In the bill, it is believed that the cost of running governments will also be reduced since the MPs will be playing a double role.
