Saturday, January 27, 2024 –Kenyans from various quarters have continuesd to differ with the State’s proposal to toll more roads around the country.
In reaction to the announcement by Roads and Transport Cabinet Secretary CS Kipchumba Murkomen that more roads will be charged for motorists, Nairobi Senator Edwin Sifuna has told the government to stop the exercise because they have built none.
“Kibaki and Raila built most if not all of these roads with OUR money. When you drive on these roads you will see signs by KeNHA Kenya.
“Ruto has built nothing. He cannot tax us for using our own roads. Akitaka ajenge zake aweke toll huko. Our one job in 2027 ni kushukisha Zakayo,” he noted.
He was however answered by one Kiprotich Lanagta who said most roads in kenya are on debt and have to be financed.
“Most of the roads in Kenya are actually build by debt incurred by govt. And almost all roads built in Nairobi was loans given by Chinese govt some of which govt are still paying. Fuel levy does not built roads in kenya. They are just used to maintain roads and govt collects around ksh 56 billion annually. Govt now has a 700 billion debt of roads owed by contractors and yet the budget only allocates around 200 billion,” he responded.
In a past interview with the KTN Tv, President Ruto faulted past regimes for attempting to charge people who are using the local roads.
He argued before his hosts that taxing road users is not the correct thing to do but what his government will do is to facilitate people to move around easily and, in the process, tax whatever activities they are undertaking like buying goods and the digital Apps.
“You don’t charge people for using the road but when you facilitate them to move around you can charge them when they buy goods as they move around.
“We want them to pay for using the digital space and buying goods. We have to remove all these taxations, taxation will be taken to products passing through the Highways,” Ruto noted heading to elections.
Roads and Transport Cabinet Secretary Kipchuimbat Murkomnen has proposed setting up more toll stations on Athi River-Namanga Road, and Galleria-Rongai-Ngong-to Karen shopping Center roads.
Additionally, he wants those using Mombasa to Malaba Road, Museum Hill Moyale Road, Sirare-Lodwar Road and Kiambu Road to start paying government.
This move coming barely a month after he increased charges on the Express Way from sh 300 to sh 500.
