Friday, January 27, 2023 –Government is now planning to reward Raila Odinga as well as his ex-running mate Martha Karua with plum legislative roles.
The duo who came second in the last election held August 9 could soon be placed in both parliaments as minority leaders.
This is if a proposal by the current Attorney General Justin Muturi sails through the floor of the House.
Muturi, who has probably been instructed by President William Ruto to create the motion, has intimated through his Thursday January 26 proposal that Odinga could become the leader of the minority in the National Assembly while her former running mate will take over a similar role in the Senate.
This is if the Members of Parliament MPs approve the motion that AG Muturi says needs not to go through a herculean referendum.
“It is possible and we do not need a referendum. We can tinker a bit with Article 108 to have the person who comes second in the presidential polls be the minority leader in the National Assembly (NA) and the running mate, the leader in the Senate,” Justin Muturi stated.
Currently, Article 108 of the Constitution of Kenya 2010 articulates such an arrangement of creating minority positions.
“There shall be a leader of the majority party and a leader of the minority party…The leader of the minority party shall be the person who is the leader in the National Assembly of the second largest party or coalition of parties,” it partly reads.
This move which looks like a twisted version of creating an office for the opposition, according to Muturi, will help hold the government to account.
Government of William Ruto recently started pondering on creating an office for the opposition leader; what was received with different reactions.
Odinga’s side chose to question the move saying, all along, Ruto never wanted such an office and that is why he fought the Building Bridges Initiative BBI to its death.
The opposition then promised to remain alert on such offers from a man who has never wanted relationships with the opposition.
