Wednesday, March 22, 2023 –Today Wednesday March 22, President William Ruto appointed all the 50 Chief Administrative Secretary nominees CASs.
He made this move despite the Parliament declining to process them through an official vetting exercise as it is always required.
Homenews.co.ke has learnt that Speaker of the National Assembly Moses Wetang’ula referred back the list to the Head of State noting that the August House has no Constitutional authority to vet the CAS candidates.
“The obligation to respect, uphold and defend the Constitution enjoins the House to refrain from assuming and discharging a role that it has not been expressly assigned by the Constitution or written law. In that regard, the National Assembly is unable to vet the nominees in the absence of an express constitutional or statutory requirement to do so,” the Speaker’s memorandum to the President read in part.
And the president today made the bold move to appoint the officials so that to start working in various ministries.
“Following the referral by the Speaker of the National Assembly, which has found that there is no constitutional or statutory basis upon which the August House can vet the nominees, the Head of State has effectively appointed the nominees to various Ministries as earlier notified,” Statehouse noted.
The 50 CASs will now be sworn into office so that to start discharging their job description this week.
“To facilitate the ascension of the Chief Administrative Secretaries to Office, the State Appointees are now scheduled to subscribe to their solemn Oath of Office,” said the State House spokesperson in a press release issued Wednesday night,” Statehouse statement read further.
Though, the Public Service Commission PSC had allowed only 23 names, the President expanded the list to a staggering 50 persons.
