Thursday, September 8, 2022 –A notice has been issued to all governors around the country not to send President-elect William Ruto newspaper congratulatory messages.
The circular dated September 7 has cautioned county bosses against sponsoring official congratulatory messages in major media outlets.
Ministry of Devolution Principal Secretary Julius Korir, termed the adverts run in many daily newspapers as a waste of public resources and goes against the wishes of the new head of State.
“It is the intention of the new administration to give Kenyans value for their money. In line with advice from the President-elect, the congratulatory adverts are hereby discouraged with immediate effect,” the letter read in part.
He added that misuse of public resources is a violation of Public Financial Management Act (2012) and, therefore, punishable.
Korir, however, gave them an option of using readily available social media plaforms like Facebook and Twitter to communicate what they wanted since the new president also relies on social quite alot.
“Chapter 12 (201) (d) highlights that public money shall be used in a prudent and responsible way. Further, the Act (No. 18 of 2012) advocates for effective management and expenditure of public funds by both levels of government.
“Counties are further encouraged to cut on wastage as some resources can be used to provide essential services to Kenyans, in line with their priorities, in projects that impact their lives,” the message added.
A spot check conducted by Homenews.co.ke on how much media outlets charge to advertise with them, revealed that running an coloured full page advert in a newspaper ranges between sh 500,000 to sh 1 million.
