New twist has emerged as sacked Treasury Cabinet Secretary Henry Rotich now implicates ex-Environment CS Judy Wakhungu and former Attorney General Githu Muigai in the Arror/Kimwarer multi-million saga.
His lawyer Kimunya Ng’aura has revealed how Wakhungu allowed Rotich to borrow funds from the Treasury.
The projects, according to Rotich were done by Kerio Valley Development Authority KVDA under the approach of the Environment Ministry led by Madam Wakhungu.
That the former Attorney General also played a major role in the whole multi-million saga after they cleared the Public Debt Management Office which is part of the Treasury.
According to Mr. Rotich, he played no part in the procurement process and had no power to issue directives to the Environment Ministry or KVDA and therefore he had been crucified wrongly.
In defense of all these, he further said the Ethics and Anti-corruption Commission alongside Director of Public prosecution ODPP have full information about Wakhungu’s letters dated March 2016.
“I am not the accounting officer or employee of the procuring entity KVDA or the parent ministry.
“Furthermore, the Ministry of Environment Natural Resources and Regional Development Authorities in their letter dated March 14, 2016, stated that the board of directors of KVDA approved the development of Kimwarer and Arror multipurpose dams,” Rotich said.
Rotich alongside PS Kamau Thugge and 25 others are facing the Arror Kimwarer graft charges.
